Corrupted text for RTL Languages in client

Hello:
i have downloaded LiveAdmin lite, and i have tested the script before uploading to my website,
i found it to be good, but the problem was when i enter any Arabic text in the upper frame ( the blue one above the chat for in the Vista style ) and in the title are corrupted, boxes and question marks are shown instead of the Arabic or Hebrew languages.

even if you enter an Arabic name in the client name field the welcome in the Top bar will show a corrupt name.

i think this is regarding encoding in the javascript.
is there any advice on how to solve this issue?

After reading the script i think it is a problem in includes/lang.php
in Translate function,
i am trying to solve it already, but i think i will need some help from you.
it is a problem in communication between getting the data from rtf file and outputting those data to utf-8
